This papper seeks to examine the challenges of fiscal federalism in Brazil from a perspective of comparison with the United States’s reality, making it from the outline of the political architecture in both countries, taking into account the tax competences distribution’s format in each one, with the purpose of answering whether the distribution of resources in Brazil translates the democratic wishes that motivated the cooperative federative model choosing.
