Abstract

This study has as purpose to delineate, in an introductory way, the concept of “regulator agencies”, since its proposal, still in the form of Bilac Pinto’s committees, up to the models of Luiz Carlos Bresser-Pereira’s executive agencies. From this study, it is intended to demonstrate that the utilization of the word “agency” involves much more than “a tendency which follows the globalization movement”, as affirms Maria Sylvia Zanella Di Pietro. The agencies appears as a form of maintenance guarantee of concession contracts established with the private companies detained of the exploration right of services granted by the State, because, for privatization, it is necessary that, in the act of purchase, the buyer obtains guarantees that the contract will not be broken by future governments. Therefore, the word “agency” serves to indicate that the necessary changes have been realized to guarantee the security of the investment.
