Under Secretariat for Management of Programs, Processes and Strategic Projects as Molded By the Office of Project Management: A Case Study in the Government of the Federal District

The great participation of the State in the economy and the increase in the demand for public services has demanded from the public agents a more responsible and efficient action, in order to meet the needs of the citizens and to improve the quality of the management of the resources. The performance of public administrators is always governed by principles and norms that require the execution of planned and transparent actions and that aim at the prevention of risks and deviations that could compromise the fulfillment of the programs. The use of project management has contributed to the achievement of these objectives and enabled an improvement of the results. The establishment of the Project Management Offices represents a positive impact on the institutions, since they contribute to the alignment of the project proposals with the strategic objectives. The establishment of project offices in both the public and private sectors has made it simpler, more efficient and more efficient to execute the phases of the processes, thus minimizing planning failures and contributing to the achievement of the established stages. In addition, for the public sector, the adoption of good project management practices represents the search for responsibility and excellence in the management of public resources. In this article, an analysis is made of the organizational structure and functions of the Secretariat for Planning, Process and Strategic Projects Management of the Planning, Budget and Management Secretariat of the Federal District. In addition to this analysis, the degree of alignment of the project management methodology used by the Unit with the practices recommended by the Project Management Institute (PMI) will be checked.
