Escalation of Project Information Systems: A Review of the Literature

Abstract

This article seeks to identify the main factors that contribute to project escalation in Information Systems Projects.  The identification of these factors occurred through a literature review on runaway projects, or escalating projects, and analyzing the existing texts in relation to the Brazilian cultural environment. The main theories that explain escalation are analyzed and compared. The main findings of this research include a series of practical recommendations to prevent project escalation.

Enock Godoy de Souza, Faculdade de Informática e Administração Paulista e Secretaria da Fazenda do Estado de São Paulo

Graduado em Ciência da Computação pela USP/São Carlos (1996), pós-graduado em Administração de Empresas pela EAESP/FGV (2001), MSc in Analysis, Design & Management of Information Systems pela The London School of Economics and Political Science - LSE (2003) e Doutorado em Administração pela FEA/USP (2012). Profissionalmente, é Agente Fiscal de Rendas da Secretaria da Fazenda do Estado de São Paulo, onde atua como Gerente de Projetos no Departamento de Tecnologia da Informação, e professor de cursos de MBA e especialização na Faculdade de Informática e Administração Paulista (FIAP), Centro Universitário da FEI e Universidade Presbiteriana Mackenzie. Além disso, atua como instrutor em treinamentos preparatórios para a certificações PMP e CAPM na FIAP Corporate e Dinsmore Associates.

Graduado em Engenharia de Produção, Doutorado e Livre-Docência em Administração, todos pela Universidade de São Paulo. Atualmente é professor titular e vice-diretor da Faculdade de Economia, Administração e Contabilidade da Universidade de São Paulo e coordenador de projetos da Fundação Instituto de Administração. Tem experiência como pesquisador e executivo em Gestão de Tecnologia de Informação, com ênfase em aplicações em Administração Pública.
