This paper, inserted in the context of the analysis concerning education financing in Brazil proposes the discussion of the limits and possibilities of the school financing autonomy concept starting from the understanding of administrative, legal, financing and pedagogical conditions in the public schools of the Secretaria Municipal de Educação de São Paulo – Smesp (Municipal Secretary of Education of São Paulo). The transformation of the Paulistan Municipal public school from administrative unity to expense unity constitutes the fi rst step to the consolidation of the article 15 of the Law number 9.394 of December 20th 1996, which establishes the principle of administrative, pedagogical and financing autonomy of schools. The analysis will seek to establish a link between the possibility of the school´s financial autonomy and its articulation with the education financing and with the Brazilian educational policy problems.Downloads
